    The Regional Intergovernmental Council serves as the designated Metropolitan Planning Organization for Kanawha and Putnam Counties by the Federal Highways Administration. The Council also serves Boone, Clay, Kanawha and Putnam Counties as the designated Local Development District for the Appalachian Regional Commission, and Economic Development Administration. The Council's work area include transportation planning, water and wastewater development, broadband development, economic development and grant writing technical assistance.
